Dalian Economic & Technical Development Zone (hereinafter referred to as Dalian Development Zone)is the first State approved economic & technical development zone,which was established with the approval by the state Council of the People's Republic of China on September 25,1984 and officially put into construction on October 15 of the same year, it is an economic zone enjoying the preferential policies of the coastal economic-technological development zones and adopting a new type of management system. Dalian Municipal People's Government instituted an administrative committee to exercise unified leadership and administration over the zone on its behalf. Catering for development needs, in line with the requirements of the Dalian Municipal Program for Mounting A New Economic Height and for the realization of the goal to build Dalian to be the "Hong Kong of Northern China ", Dalian Municipality will construct the overall framework of Dalian's new urban area with Dalian Development Zone, Dalian Bonded Zone, Dayaowan Harbor Area, and Jinshitan National Tourist and Holiday Area as the main, which totals 272 square kilometers in the overall plan. The primarily divided five comprehensive estates of Jinma, Haiqing,Dayaowan,Wanli and Wolong cover an area of 210 square kilometers in total. Location Dalian Development Zone is situated on the Dagushan Peninsula,Dalian, Liaoning Province. It faces the sea on three sides,with mountains behind. The developed and constructed area is 26 square kilometers,consisting of an industrial section of 10 square kilometers,a residential section of 4 square kilometers and a commercial, trade and tourist section of 7 square kilometers resulting in a new urban area with high potential for development. Climate Dalian Development Zone has a coast line of 44 kilometers. It has a temperate continental monsoon climate The annual average temperature is 10(C;the average wind velocity is 3-6 m/s; the average relative humidity is 64-72%;and the maximum frost penetration is 850-1100 mm. Geology Dalian Development Zone has a vegetation cover and soil good for the growth of flowers and trees. The geological formation is mostly of slate, diabase, argillaceous limestone; and there are no landslides. The allowable bearing capacity in the most part of the zone is 30-80 ton /m, which is suitable for construction of high-rises.
