As Brasília was being built and vast numbers of workers came to work on the city, the workers were housed in construction camps. Everyone who was working on the city lived inn these camps, and the result was a very egalitarian community. As sections of the Pilot Plan were completed, people began to move in to the superblocks. Many of the construction camps were torn down after workers moved out of them, but a few remained. Most of these were close to the Pilot Plan, and were an eyesore to the planners of Brasília. The residents of the construction camps were encouraged to move further from the city into shanty towns, which evolved into satellite towns of Brasília.
The satellite towns of Brasília house the lower class of Brazilians who wish to reap the benefits of the new economic front Brasília provides. These satellite towns are located far from the Pilot Plan in order to keep the idea of the Pilot Plan pure, and to keep area immediately surrounding the Pilot Plan relatively clean and unpolluted. Of course, the Modernists predicted that these unplanned developments would result in chaos; in reality, they were surprised by the resultant order which evolved.
The satellite towns are in many cases a preferable living situation to the Pilot Plan for many Federal District residents. The satellite towns possess a much friendlier and more congeniel atmosphere than any part of the Pilot Plan. One study of Paranoa, a poor settlement east of the Pilot Plan, found a surprisingly social community. Casual encounters were seen to occur frequently. Meetings took place on the stoops of peoples houses and in the streets. Old men were seen playing dominos, and people would stop to chat everywhere. There were many informal meetings taking place in shops and stores around the town(Holanda, 1989). Overall, The satellite towns purvey a much more intimate and social feeling than the Pilot Plan. Order has emerged in the satellite towns, in spite of everything the modernist claims.
