Recently the most effective urban
plan for the Tokyo Metropolis is the '2nd long term plan' which is the
brainchild of the administration of Governor Suzuki Shunichi. This plan
was released in November of 1986 and aims at striking an immediate balance
for the needs of Tokyoites and the need to bolster Tokyo as an economic
powerhouse. The plan wishes to make Tokyo as a city of workplace and residence
(improving urban life),
whilst continuing on the trend to attract foreign businesses and multi-nodal
growth.

The planners aim at creating several sub-centers for the Tokyo-to region leading to de-congestion and efficient individual "sub-cities." The planners have also anticipated the migration of companies from Hong Kong post-1997, due to the Chinese takeover; they have created the new towns so as to reduce congestion to facilitate the relocation of foreign companies in the Tokyo Metropolitan area.
