Out of this tumultuous political and economic climate emerged a landowning Creole middle class that was gaining popular support just as Spain's indifference, unfair taxing policies, colonial repression, and economic shortcomings were reaching intolerable levels. Because San Juan was Spain's military capital, the rebel uprising organized by this middle class was centered in the mountainous regions of the territory where colonial power was the weakest.
