China announced that it would developed the Pudong New Area in 1990. It was designated as the "Dragons Head" of China. The Pudong New Area is located 15 square km. from the central business district and is linked to the cbd by two bridges.

   It has a population of 1.43 million and an estimated population of 3.5 million people by 2010. It encompasses an area of 522 square km and is made up of 5 different districts. In addition to the large amount of capital invested by the Chinese central government and the Shanghai city government, it enacted the ten preferential policies to encourage additional foreign investment. Due to its policies, by 1994 theories $ 5.89 billion U.S. dollars in foreign investment and 2,663 joint ventures.
