

1. Independence. To ensure the absolute independence and complete integrity of Spain. A Spain entirely free from all foreign interference, whatever its character and origin, with her peninsular and insular territory and her possessions untouched and safe from any attempt at dismemberment, alienation or mortgage, and retaining the protectorate zones assigned to her by international agreements, unless such agreements should be modified on Spain's own intervention and with her assent. . .
2. Liberation of Spain. The liberation of our territory from the foreign military forces that have invaded it, as well as from those who have entered Spain since July, 1936, and who, under the pretext of technical colaboration, are intervening or attempting to dominate the juridical life of Spain in their own interests.
3. Democratic Republic. A People's Republic, represented by a virile state based on principles of pure democracy, ruling by means of a government endowed with the full authority conferred by universal suffrage, and symbolizing a strong executive power dependent at all times on the will of the Spanish people.
4. A Plebiscite. The legal and social structure of the Republic shall be the work of the national will, freely expressed by means of a plebiscite to be held as soon as the war is over, one to be held without restrictions or limitations and with full guarantees to assure those taking part against every possible reprisal.
5. Regional Liberties. Respect for regional liberties without prejudice to Spanish unity. . .
6. Rights of the citizen. The Spanish State shall guarantee the citizen full rights in civil and social life with liberty of conscience, and will assure the free exercise of religious belief and practice.
7. Guarantee of Property. The State shall guarantee property legally and legitimately acquired within the limits proposed by the supreme interests of the naiton and the protection of producing elements. . .
8. Democracy and Land Ownership. A radical agrarian reform to abolish the former aristocratic semi-feudal system of ownership, which, lacking as it did every human national, and patriotic sentiment, has always been the greatest obstacle to the development of the country's great resources.
9. Social Legislation. The State shall guarantee the rights of the worker by means of an advanced social legislation, in accordance with the specific necessitites of Spanish life and economy.
10. Improvement of the Race. One of the primary and basic conerns of the State will be the cultural, physical, and moral improvement of the race.
11. The Army. The Spanish Army, at the service of the nation itself, shall be free of all leadership depending upon bias or party, and the people must be able to see in it the certain instrument for the defense of their liberties and independence.
12. Renunciation of War. The Spanish State reaffirms the constitutional doctrine or renouncing war as an instrument of national policy. . .
13. Amnesty. Amnesty for all Spaniards who wish to co-operate in the tremendous work of reconstructing Spain and marking her a great nation.
