Campus Environmental Issues Committee

Subcommittee on College Environmental Policy Statement

In Attendance:  Sarah Ullmer, Brian Kramer, Diane Licit, Brett Smith (Chair).

The focus of the meeting was on developing an implementation plan that college would commit to when the Talloires Declaration is signed to assure that the Declaration would be meaningful. We also discussed the idea that the Declaration be signed not only by the President, but by a representative of the Trustees, the Faculty, Staff, and Students. We need to think more, maybe, about what the role of each of these groups would be in the implementation plan.

Key elements of the implementation plan would be:

1.   Formal authorization for the Environmental Issues Committee to effectively implement the Talloires Principles on the Macalester Campus.

2.  Authorization of the preparation and dissemination of an annual Environmental State of the College Report. The first report would be due one year after the signing of the Declaration and would include baseline data for College environmental impacts and prioritized strategies for reducing these impacts. The report would include an Executive Summary and press release type information and be understandable and user friendly.

3.  The Environmental State of the College report would include specific data identified by the CEIC. These would include yearly research on at least the following items:

  • total paper use on campus
  • total energy use
  • total water use
  • total chemical use

4.  A college commitment to develop within one year of signing the Declaration an institutional procurement policy that would direct those making purchases for the college to take environmental factors and the environmental practices of potential providers into account when making purchases . The details of this procurement policy would be developed by CEIC in cooperation with those responsible for college purchasing decisions.

5.  Commitment of human and financial resources necessary to make the implementation of these principles meaningful; specifically, the College will commit to creating and filling a position with the title something like "Director of College Environmental Affairs." This person would be given the responsibility and authority to oversee the implementation of the  Declaration in cooperation with the CEIC.. In addition the College would assign 2-3 work study students to the project to do research, outreach and education, etc.  Responsibilities of the Director would include:

  • Chair the Campus Environmental Issues Committee along with an Executive Committee made up of the Director of Environmental Studies and Physical Plant Director and a student representative.
  • Oversee preparation of the annual report on The Environmental State of the College. This would be done in cooperation with the CEIC and others, including students in the Senior Environmental Studies Seminar or other classes with related research interests.
  • Develop linkages and connections with other educational and community institutions in the pursuit of college sustainability.
  • Review major College decisions and decision making procedures to assess environmental impacts.
  • Undertake fundraising activities (e.g., grants for innovative environmental practices) to further support Macalester's sustainability initiatives.
  • Identify educational campaigns and training opportunities for students, faculty, and staff to impact individual understanding and commitment to sustainability issues.
