GUIDELINES FOR HIRING NO-NEED STUDENT EMPLOYEES FOR ACADEMIC YEAR POSITIONS

(issued by the Student Employment office on 4/2/2007)

The student employment program exists, first and foremost, to help financially-needy students. The only time a student can be employed who does not demonstrate financial need is if the position is a Tier II or Tier III job and requires a higher or specific skill. An example of an approved no-need position is a preceptor. A preceptor has to have taken and received a specific grade in the course they are precepting in and must also carry a specific GPA. This type of position could be filled by either a financial aid or no-need student. Financial aid and student employment policy is that even in a Tier II or III position, given equally qualified candidates, the position would go to the financial aid student based on the factor that there is known need. Since no-need students cannot be hired online, a “Request for Employment Authorization Form” (available online) will need to be submitted and a purple authorization form will need to be completed by both the supervisor and the student, as in the past.

 

Tier I

Jobs which don’t require higher or specific skills and any student can be easily trained to perform are graded Tier I. These jobs are intended only for financial need students and cannot be “saved for” or filled by non-aid students. The only exception to this policy is if, after the first 4 weeks of each semester, the job has been posted for a minimum of one week and there are no financial aid students who have applied for the position, a no-need student can be hired for the remainder of that semester only. Before the start of the following semester, the job will need to be re-posted and filled by a financial aid student, if at all possible. The fact that the no-need student has already been trained in a Tier I position will not be a justifiable reason for rehire.

Exception: With prior approval from the Student Employment Office, all students who matriculated prior to the 2006/2007 academic year and who held the same Tier I position in a department for both the 2005-06 and 2006-07 academic years may continue in this position until they graduate. The department that wishes to maintain the employment of this student must complete a student employment work authorization request form.

 

Tier II and III

While these jobs are also intended for financially-needy students, and they should be given priority in the hiring process, because these jobs require special skill sets which not every student possesses, Financial Aid and Student Employment recognize the most qualified person for these positions may not always have financial need. It is therefore possible to hire no-need students for these positions without a 4-week waiting period. However, the position has to have been posted online for a minimum of one week prior to a no-need student being hired and starting work, and the supervisor needs to demonstrate: a) a good-faith effort has been made to fill the position with a financial aid student, and b) the requested no-need student is the most qualifed applicant for the job.

No request to hire a no-need student will be approved unless those conditions have been met by the requesting department.
